醫管局護理職系架構改革有新建議

醫管局成立後的10年間,已先後2次推行了護理職系架構的改革。最後一次改革後至今才幾年,又推出了第3次建議如下:

上醫管局最新建議有幾個特點︰

(1)The model adopts a "beginner-to-expert" pathway of 5 tiers which reflects roles at different levels of complexity and responsibilities. New ranks will have to take up new roles and responsibilities.

eg. Specialty Nurse (RN level) leads a nursing team and be a shift in-charge.

(2)Practice Nurse will receive a 2-year preceptorship program with rotation to at least 2 clinical specialties.

(3)APN requires to attain Master degree in nursing or related discipline.

(4)Nurse Consultant is a new post title created to provide clinical leadership and advancement to ensure that provision of care is effective, efficient and appropriate in a nursing specialty/ subspecialty.

就此,本分會有初步意見︰

(1)護理架構檢討應是整體性,包括所有護理職級,而非選擇性,並需兼顧行政、臨床和教育3方面的發展。此建議仍然並不全面,亦忽略了現存的總部Chief Nurse Manager, Cluster GM(N), GM(N), EN等職級。

(2)護理架構應要符合3個需要原則,即病人護理的需要、護理專業發展的需要和護士個人發展的需要。

(3)護理各職級要有清晰的分工,並應有相應的論工衡酬的原則(Pay for the Job Principle)。

(4)新架構需有相應的配套,例如增加人手、培訓和晉升職位等。
